As the discussions of state budgetary woes reach an unprecedented pitch, this article argues that the most pervasive reforms in the Commonwealth’s pension system have come from market failure and corporate activism in policy decisions. Tax breaks for large businesses, large banks, and the wealthy have eroded the state budget, weighing a heavier financial burden on taxpayers and state pension recipients to make up for lost revenue.
